2–4 years for penetrating stains depending on exposure. South and west-facing surfaces see more UV and need reapplication sooner than north-facing. Horizontal surfaces (decks) wear faster than vertical (siding, fences).
No — stain can't penetrate through a paint film. Previously painted siding needs to be stripped to bare wood before staining. Stain applied over paint sits on the surface and peels.
